I've invited Tom Williams to participate in the forums. If you've got any questions or comments you'd like to make in regards to the office of Sheriff, changes you'd like to see, etc. please feel free to comment.

I'd like to start this off by asking Mr. Williams if he's elected what plans he has for operating the new jail and plans he might have for minimizing the tax burden on the county.

Tom, I have been listening to my scanner and following the local news..I would just like to just say, Great job, and thanks a million for all that you have cleaned up and set straight. It is TONS better than a couple of years ago at this time.

I moved here 5 years ago and have seen Allen county go down the drain, and with that is the rise in the crime and drugs.I would like to know how you plan to keep the crime down and the drugs out of our town? We need someone who can do the job right and not take it lightly. Also would you have put a jail on the square or would you have put it just out of town and keep our square clean. It makes the square look tacky.

The drug problem in Allen County is very serious. It will take an aggressive, pro-active approach to the problem. I believe that no one can keep drugs out of any town entirely. The best approach is to keep drug investigations as a top priority and target individuals suspected in dealing.
As far as the jail, we need to deal with what we have at the present and try to make it work for the community

I would just like to commend you upon the work you've done recently to show your active position on the enforcement of drug law violations. It is very easy to say you will do something, but much more difficult to actually complete what you have said you would do. Thank you for your hard work, may it continue through your whole period as Sheriff.

When I decided to take part in this forum, I wondered about the possibility of silly baseless, non-factual questions. Never thought I would get one from someone who uses the name “thetruth”.

Your question is without merit.
I have never postponed any raid in my entire career over anyone’s son or daughter, let alone my own. I have never not arrested someone based on who they were, even if they were related to me.
I would welcome you to use the write in feature of the ballot. Write in a name you can be proud of. It is important to vote, but it is equally important to have the facts to make an intelligent decision.

Here are a couple of quick questions, Mr. Williams.
What if a deputy, maybe even the sheriff were to be called to take care of a deer that had been hit with a car, and that deputy or sheriff were to hand his firearm over to a passer-by (a total stranger) and have that passer-by shoot the injured deer instead of doing it himself. Would that be illegal, or just a very unsmart thing to do, and how would you handle the situation in terms of punishment or corrective measures?
Also, what if a deputy were to be transporting an inmate to another jail, and when leaving that deputy backed into another vehicle that belonged to the local law enforcement and the deputy left without notifying anyone of the accident. If you were sheriff and received a call notifying you that this incident was caught on surveilance video and were told by that countys' sheriff never to come into his county again, would it be illegal to cover it up. What would you do?
The reason I say what if, is because maybe these incidents are a couple of years old and witnesses are no longer in the area. If you prefer you can emial me at pyro99@excite.com

It would not be fair for me to answer the specifics of your questions, as I don’t have all the facts it is based on.
Your question, though generally deals in the area of supervision and accountability, and I can talk about my philosophy concerning that subject.
I would hold any deputy accountable for his/her actions. I would look for all the facts concerning the incident and decide if fault is present. If it were, I would determine whether it was a mistake, or something worse. Then, review the background of the officer to see if there was a pattern of mistakes or lack of judgment.
I would hold anyone working for me to the same standards I placed on myself in my career, that is honesty, integrity, and compassion for the people I worked for. I, like most people, made some mistakes through my career, but I learned from them. If your not making some mistakes you are not out there working.
It is good that persons ask questions concerning procedure and actions. By having that type of citizen involvement, it promotes healthy government.

My question would be: How do you see yourself running the department differently that that of the current administration?

Also, if elected, do you forsee any changes in the terms of employees within the current roster?

For example, when Sheriff Atkins took office there was a mass exit of qualified personel, basically leaving a Sheriff with no previous management experience and less than qualified deputies, to run a department that had been historically underbudget.

I was hoping for a few easy questions to warm up to, but you all go right to the heart of the subject.
I want to look at all expenditures that are currently budgeted for the jail and see what can be cut or pared down. Considering the amount spent for hand soap I am hopeful that there might be a lot of room for improvement. I am close friends with two nearby Sheriffs who based on my experience run outstanding programs. I would like to learn from the best as to how they are managing their programs. One of those Sheriff's runs a slightly larger jail, but his budget is considerably less then what the current Sheriff is asking for. There is also a Sheriff north of here that is doing some very interesting things concerning health costs for inmates. I would like to take a look at his program. I think there might be room to learn there.
The SOP's the commissioners are asking for from the Sheriff may not seem to be a major issue to some of you, however, you can NOT train the staff until you have policy and procedure in place.

The difference in how I would manage would be to be an administrator as my main function. That is not to say I would not get out and work, I would. I would however expect people working for me to be able to do their jobs with out micro-managing them. I would hope that everyone on board now would give me a chance if I am elected just like I owe them the opportunity to show me what type of deputy or employee they are. I have NO intention to get rid of anyone on the department currently. I believe they just need a bit of direction and leadership to show their value to the citizens of Allen County.


I also want to thank John Heard for the chance to communicate with you all in this format. These boards can provide a valuable service to a community of used right.

I would like to know what your plans are for dealing with the drug problem in Allen County. We all know that drugs, especially meth, are all over Allen County. I'm very opposed to illegal drugs and believe that law enforcement should make it a main priority to keep drugs out of our county. I know we have DARE in the schools, and I think it's a great program, but the drug problem continues to grow with no end in sight. I'm not asking you to re-invent the wheel, but rather I would like to know what strategy or new ideas do you have to address this issue?

If you are not aware of my background, I have 20 years experience with the Kansas Bureau of Investigation. I rose to the highest level of a field agent, Senior Special Agent. My primary purpose as a Senior Special Agent was to manage the investigation of major criminal activity, including being the Case Agent on Multi-State, Multi-Jurisdiction task forces. I will come into the office with all of that and the ability to teach that knowledge to the deputies.
I also have close ties to the members of the regional drug task force. This unit is made up of some of the best men and women you will ever meet who are dedicated to investigating drug trafficking in our region. These are people that I consider not only great investigators but friends also. I believe that will be a plus to the county also.
I intend to be very aggressive on narcotic violations and will consider it a priority.
As far as a Strategy I am not sure this would be the place to discuss that, (there might be one or two bad guys who might sneak on here to surf), but rest assured I started my career with the KBI as a Narcotic officer so I might have a few tricks available.

I have a question regarding patrol. My grandfather lives in the rural Iola area. During Sheriff Moore's tenure, it was not uncommon to see a patrol unit in his area at the minimum of once each night. That has become virtually non-existant for the past 3 years. I would like input as to how you will increase or propose to increase traditional patrol duties for our deputies.

Patrol is the essence of a Deputies or a Police Officers job. The easy answer would be to tell you I intend to have all roads covered in Allen County 24 hours a day, 7 days a week, but I can’t tell you that because it would be untrue. If elected, I will attempt to achieve that goal. Instead I can give you an idea of my ideas about patrol developed during my first years in law enforcement.
Patrol is much more then driving up and down streets or roads. It is about developing a base of knowledge about your community and your fellow citizens. It is about stopping and talking with people and developing contacts and associations within your jurisdiction. The idea is to develop a sense of what is normal and what is not.
I might also add here, you can't patrol effectively, unless you are driving at speeds that allow you to see, and hear what is going on around you.

A question for Mr. Williams here. I have the chance to regularly visit with many law officers, especially in counties bordering Allen County. I have found that over the past 3+ years the image of the department has deteriorated greatly. I usually get ribbed and asked "You know why all the dump sites are found in Allen County don't you?", suggesting that criminals are preying on the county due to lack of proactive policing in the county. I guess the question is two-fold, in that I am curious how you might go about building the image of County Law Enforcement back up, as well as any suggestions you have on making the department more proactive versus reactive in its policing efforts. Thanks!

Great question. You actually answered the last part of your own question yourself. If elected, I will change the mindset from being a responder to one of being pro active against drugs. There are many ways in which this can be done. I believe in developing good information on some of the persons that are causing the majority of problems. Once problems are found, those persons can be targeted with legal, constitutional investigative methods.
To the first part of your question, I have noticed it also. We have gone from a department that was one of the most respected departments in SE Kansas under Ron Moore to one that is looked on with suspicion and lack of confidence by not only other law enforcement agencies, but the counties own citizens also. I believe the problem is primarily one from the top, and I am not ready to fault the deputies, who I believe, just need direction and leadership. It is one of the primary reasons that I decided to run for the office of Sheriff.

Hello New Sheriff,

I am interested to know your views on the new jail
and how to fill it and keep it profitable and not
be a big burden on the taxpayers?

The news all over small town ville kansas is
construct a new jail they will come
well its a fact there are several small town new high dollar jails sitting close to empty
wichita, kc are a long ways away to haul inmates back and forth
as some of those imates will need to make court dates and such
and I do believe in between there they have constructed
a couple jails

I guess I would like to know how its going to operate?
